It's been in a box since 2014, never opened till now. I charged it till screen showed "charged." But it won't start up, and neither my PC nor Itunes recognize it when I connect it. I've tried three different cables, including the one in the box, never used before.

Send it under the free 7th gen Classic diagnostic. A unit that sat since 2014 often needs a battery at minimum, but we'll test it and quote before any work. No bench fee if you decline, just return shipping.
